Welcome to the Legion Dynasty League.
NOTE For anyone considering joining this league, Know that I will try and be a fair commissioner. However, I am very active, and expect my other team owners to be very active as well. I have schedule this league so that there is very little down time. I am starting this league because all of my other dynasty leagues are somewhat disappointing in the level of commitment from owners. I want a league full of dedicated, hardcore fantasy footballers. This is a money league and I hope that is incentive enough to be committed. If not please don't join. I want it to be fun but I will not hesitate to replace you if you are not a active, FRIENDLY, timely, and competitive owner.
IMPORTANT NOTE #2 Once you buy in (Pay your $42 fee) you are locked in. If you happen to not show up and fail to run your team properly I reserve the right to boot you out of the league with no refund. Once again there will be no refunds unless it is a mutual parting and you let me know what is up and why you can't run a team anymore. If you just stop being active for over a week or two and then show back up I will likely have already replaced you. I will do everything I can to get in touch with you before doing so.
Second, if you disagree with a ruling, another player, or anything else within the league and you threaten me that you will leave unless if goes your way then I will show you the door WITHOUT a refund. This tactic is simple bullying and crybabying. I won't stand for it. If you come to me with a legit argument, sound reason, and an attempt at a diplomatic solution I am much more likely to hear what you are saying then if you demand change or you are leaving. I have had no problem finding owners interested in Legion leagues and won't hesitate to say good-bye to you. If we have a adult conversation and attempt to find a sensible solution to your problem and still no good outcome is found then I will consider allowing you to leave with your money, as long as it is fully approved by the league.
This is a disclaimer though that all league dues are locked in once you pay.

Scoring:

There is a 15 player roster minimum during the season. Minimum and Maximum roster limits are put on hold during the off-season. Rosters must be within limits by Noon the day before the NFL season kicks off. Any team over the limit after the roster deadline will have players moved to the practice squad or waived. Every effort will be made to keep the best interests of the franchise in mind. Any team under the minimum will have placeholder "players" added at a salary of $500,000 for the current year. This placeholder will count towards the salary cap for the rest of the year unless waived at the standard 25% cap hit (assuming the team remains above the roster minimum).
If you fail to start a full lineup two weeks in a row (due to negligence, not injured players, nor suitable fill-ins, etc) then you would receive a $.5M cap hit. 3 weeks in a row would be $1M cap hit. 4 weeks in a row would be grounds for dismissal from the league.
Practice Squad Rules:
The practice squad will consist of up to 5 players that have no more than 16 games of NFL playing experience. They will not count towards the 28 player active roster limit. Once a practice squad player plays his 17th career game, he must be moved to the active roster or be waived. If the active roster is already at 28 players, the team must make room on the active roster or the player will be waived at a 25% per year cap hit. Once you move a player from PS to active you may not move him back during that season. If that player is still eligible for the practice squad prior to the next season you have the option to move him back to the PS then. You may not move a player to PS and waive him immediately for no cap hit. During the season there is a 3 week minimum wait time on moving a player to PS then being able to waive him. This will stop owners from making cap room quickly by taking advantage of the PS.
Any player on PS may be waived for free if under 17 games and their salary is $2M or under. Any player under 17 games but over $2M per year in salary will cost the normal 25% cap hit. I am doing this to prevent stashing 1st round picks in the future and then later waiving them for no hit. It is unlikely in real life that a first round pick would ever be on PS in the first place so I don't feel that we should be able to waive them for free, nor any player with 2,3,4 yrs experience but minimal playing time either.
Injured Reserve Rules
If a player is placed on Injured reserve (IR) in the NFL, he may be placed on IR in this league and not count towards the 28 player active roster limit. Any player placed on IR receives gives their team a 30% cap break of said players salary while that player is on IR. Players can go on IR as long as MFL deems them eligible and may move back to active roster at any time, but MUST move back to active roster if they are no longer on the NFL's Injured Reserved list.
During the Off-Season no player may be placed on IR except those that are confirmed out for the upcoming season.*
Salary Cap Rules:
Each team has a $100,000,000 ($100m) salary cap. Team salary includes the total of all players under contract (Active Roster and Injured Reserve), plus any Salary Cap Hits for unclaimed waivers, plus any outstanding (leading) free agent bids. The salary cap will remain in effect year-round. This includes pre-season, so be careful while you may be temporarily over the roster limits, you may never exceed the salary cap.
All bids, salaries, etc, will be rounded to the $10,000th
If any team acquires a player or players causing them to go over the salary cap (via draft, trade or Free Agency) and it is not caught beforehand, then the added player(s) will be immediately dropped with a 50% cap hit to bring the team back under the salary cap.
Players whos contracts expire in a given year are officially released from your team following week 17 of that year. Even if I have not gotten around to dropping them on fantrax they are no longer yours to trade, or control, or part of your organization at this point in the off-season.
Minimum Salaries:
All Players will have a minimum salary of $.500 Millon.
Players may be signed from 1-4yrs. Free Agency, RFA, Franchise Tags, Extensions, and Options will be covered under another thread.
You have the choice on how many years to sign them.
Draft Pick Salaries
Draft Pick Salaries:
Round 1 selection will receive the salary of the player that was chosen at that position in the real life draft. If the salary has not been released or the contract has not been signed then the player will receive the salary of the player chosen at the position the year prior.
Justin Blackmon, for example, was selected 5th overall by the Jacksonville Jaguars and signed a 4 year, $18.5m deal ($4.625m avg). This means that a player drafted at 1.5 in this draft will have a $4,625,000 salary until the end of his contract.
Round 2 salaries will be $1.25M per year, Round 3 will be .7M per year, and Round 4 will be $.5M per year.
Waivers Rules:
To release a player you will simply drop him on MFL. If he is a special case (retirement, Practice Squad, or other situation) where the cap hit needs to be modified you will post here on proboards so that I as commish can edit the drop in MFL>
Players that are not on active rosters (IE: on practice squad) after July 9th, 2013 at Midnight (CST) may be waived with no penalty if they are at/or under $2M per year. If over $2M per year salary then they may be waived at the standard rate of a 25% cap hit per year.
"Gaines Adams Rule":
In the event of the death of a player currently under contract, the player may be released without a cap hit, and may he rest in peace.
Retirement:
If one of your players retires and you still have him under contract you may waive him for a 10% per contract yer hit, instead of the 25%
Trade Rules:
Each agreed upon trade must will be confirmed by both teams on MFL. Any salary cap coverage will be added in the notes. The commish will then approve and edit any salaries needed.
Players cannot be traded once they have started their weekly game until the final game of the week has been played.
There will be no "borrowing" or "trade-back" trades. No loaning a player to someone for one week on a trade and then trading back the next week for the same players. This is shady to me and unrealistic in a simulation like environment.
I am a firm believer that teams should be able to run their teams with no governing force telling them who and what they can trade. There will be no veto process in this league. However, as commissioner I will scrutinize each trade and if there is reasonable evidence that a owner is trying to tank a team and then leave or two teams colluding then there will be a league wide vote as to whether said owner(s) will be replaced immediately. If you want out just tell me instead of tanking a team.
RFA "rights" may be traded but only during the RFA bidding season, not prior to nor after. RFA rights are also only tradable as long as no bid on that player has reached the 48 hour point. Once the 24 hour decision period is reached on an RFA then the tagging owner may no longer trade those rights.
Draft picks, players, salary cap room, and RFA rights (during RFA bidding) may all be traded for one another as owners see fit. The only exception is that Salary cap coverage, draft picks, and RFA rights may not be given freely it must be traded for another asset. Players are the only Asset that may be unloaded for free to a willing and accepting team.
If there is a conditional part of a trade such as a draft pick that moves at a later date based on certain circumstances then this condition needs to be defined thoroughly. Meaning if the condition relates to a player then does that condition follow the player, cease to exist, or stay with the new team if that player is then traded again. All conditional clauses will be verified by the commish prior to a trade being processed. If a player is traded that has a Option or Extension added to their contract then the new owner can get rid of those contract modifiers or keep them but it needs to be stated in the trade details. The exception to this is the 1st round pick RFA tag. It goes with that player regardless.
Trade Deadline - Trading of all players/picks between teams will end for the season at the conclusion of Week 12 games (trades must be posted before kick-off at the start of the players week 12 games to be accepted), and will recommence once all off-season activities (Paying dues, voting, etc) have been completed.
If a draft pick is traded during the draft the draft clock Can be extend up to 6 hours for the team that acquire the On the Clock pick (but only if last minute and the time is needed. If a trade is posted involving a team's pick on the clock that is not accepted by the other team by the end of the time on the clock, then the trade is ruled void, and the team on the clock will be skipped. The teams may resubmit the trade if they wish.
Playoff Rules:
We will have 2 divisions of 8 teams. After every 4 seasons divisions will re-align based on location of teams*. Each divisions top 2 by record will advance to the playoffs. The next 4 teams with the best record will also advance (regardless of division). The top ranked team by record (ties will be determined by points scored during the season) will play the team with the worst record that advanced to the playoffs. The #2 team will play #7 and so on. All ties will be determined by points scored during the season. If Teams have the exact same amount of points then we will move to head-to-head record to determine the tie breaker. If that is still a tie we will move to most points scored in a single week. If it goes any farther than that I will come up with another tie breaker.
We will also have a "Toilet Bowl" among the 8 non-playoff teams. The winner of this tournament will receive the 3.17 rookie pick.*
Off Season Rules and Schedule
March 1st:
You will have until March 1st to decide if you are coming back for the next year. Please let me know as soon as possible. Dues will be owed by April 1st so please send payment as soon as you have decided.
April 1st
Dues are due! Replacement owner Recruitment. Every Dynasty league has drop outs. Let's hope ours doesn't but if it does I want to have time to recruit a replacement owner before Off-Season activities. If no owner is found before Off-Season activities start they will be pushed back until one is found.
All of March
Rules Change voting. I will be proposing rules changes to the league in Poll format. Each rule will have a simple to complex effect on the league so it is vital that all league members vote. Some rules won't change without a 12 out of 16 approval rating, other more simple rule changes will only require majority. If you have something you would like put to vote please discuss it with me.
April 1st
The off-season will officialy start on April 1st (assuming all teams have owners and are paid). All options, Franchise, and extension tags will have a deadline of April 9th. Please see the individual rules threads pertaining to those actions. At this point salary cap adjustments (mostly this means waivers) must be made for teams that will be over the cap for the next season. All players on Injured Reserve must be moved back to active roster or waived prior to March 26th at noon (CST). No owner will be allowed to make moves until dues are paid. Their teams will be on lock down until payment is received.
April 10th-14th
I will have posted a list of RFA's that have an option to be tendered. All owners will have until April 14th at Noon to tender players. See RFA rules thread for more info.
APRIL 14th
At noon on April 14th RFA free Agency will start. Players may be bid on by any team in good standing. Once again see RFA rules for more details.
April 22nd
RFA bidding will end at noon on April 22nd. All owners of RFA may match any bids placed on their players or they may take the compensation. See RFA rules for more details. Bids on unbid players will end, players still in the bidding process will continue until finished.
April 25th
All RFA tenders must be matched or compensation taken by April 25th at noon. Any unbid on RFA's must be released or signed for the designated amount.
May 14th
At Noon on May 14th the rookie draft will start. Please see Rookie Draft Rules for more details.
JUNE 18th
We will have a short time period to make sure your rosters are up to date and your team is in order. On June 18th at Noon Unrestricted Free Agency will open for bidding. Standard Auction style, please see UFA rules for more details.
Dues Rules
This will be a money league. Entry will be $42.00 US dollars per year and all dues will be kept on Leaguesafe. Prizes are as follows from the $672 Collected:
Weekly Most Points Scored: $5
Weekly Most Points Scored by a Player: $5
League Champions: $220
2nd Place (Loser of Superbowl): $40
Best Regular Season Record: $60 (will be split amongst all tied teams)
Rollover Jackpot: $80 (This will jackpot will be awarded to the first team to win two superbowls in a row). For example if a team won in 2013, and 2014 they would recieve an extra $160 dollars on top of the $220 in 2014. This pot will continue to build until someone wins two in a row. In the unlikely event the league disbands before this ever happens these funds will be distributed evenly amongst current league members.

Trophy Engraving Cost $10
Recruitment/Slush/Payout after a certain amount of unused time $22.05
All weekly prizes will accumulate till the end of the season and will be paid out at the same time as the rest of the prizes. Teams earnings may be applied to dues for the next year.
League Dues will be paid by between February 1st and February 16th at Noon. Anyone who has not paid at that point will be booted from the league. I take money leagues very seriously so if you want to be a part of this then you need to be on your A game. Don't wait till the last minute.

- be active, log on every day or at least every other day
- be friendly, but competitive with you other league owners
- don't whine, this is a game for fun
- if you have a concern please address it with me
- I have attempted to cover most scenarios, if anything comes up I reserve the right to make a ruling on it at anytime in whatever way I see fit.
- Don't collude, that should be an understood rule.
- Try your best to make trade offers during the off season, most leagues seem to die off during the first half of the year.
- Do not start a crappy lineup in order to move up in Draft pick rankings, this will be grounds for replacement. Always be competitive.
- Teams that receive and award or have an All-Pro player will get $.1M in cap room for that year per award/all-pro.

Trade Deadline - Trading of all players/picks between teams will end for the season at the conclusion of Week 12 games (trades must be posted before kick-off at the start of the players week 12 games to be accepted), and will recommence once all off-season activities (Paying dues, voting, etc) have been completed.
If a draft pick is traded during the draft the draft clock Can be extend up to 6 hours for the team that acquire the On the Clock pick (but only if last minute and the time is needed. If a trade is posted involving a team's pick on the clock that is not accepted by the other team by the end of the time on the clock, then the trade is ruled void, and the team on the clock will be skipped. The teams may resubmit the trade if they wish.
Playoff Rules:
We will have 2 divisions of 8 teams. After every 4 seasons divisions will re-align based on location of teams*. Each divisions top 2 by record will advance to the playoffs. The next 4 teams with the best record will also advance (regardless of division). The top ranked team by record (ties will be determined by points scored during the season) will play the team with the worst record that advanced to the playoffs. The #2 team will play #7 and so on. All ties will be determined by points scored during the season. If Teams have the exact same amount of points then we will move to head-to-head record to determine the tie breaker. If that is still a tie we will move to most points scored in a single week. If it goes any farther than that I will come up with another tie breaker.
We will also have a "Toilet Bowl" among the 8 non-playoff teams. The winner of this tournament will receive the 3.17 rookie pick.*
Off Season Rules and Schedule
March 1st:
You will have until March 1st to decide if you are coming back for the next year. Please let me know as soon as possible. Dues will be owed by April 1st so please send payment as soon as you have decided.
April 1st
Dues are due! Replacement owner Recruitment. Every Dynasty league has drop outs. Let's hope ours doesn't but if it does I want to have time to recruit a replacement owner before Off-Season activities. If no owner is found before Off-Season activities start they will be pushed back until one is found.
All of March
Rules Change voting. I will be proposing rules changes to the league in Poll format. Each rule will have a simple to complex effect on the league so it is vital that all league members vote. Some rules won't change without a 12 out of 16 approval rating, other more simple rule changes will only require majority. If you have something you would like put to vote please discuss it with me.
April 1st
The off-season will officialy start on April 1st (assuming all teams have owners and are paid). All options, Franchise, and extension tags will have a deadline of April 9th. Please see the individual rules threads pertaining to those actions. At this point salary cap adjustments (mostly this means waivers) must be made for teams that will be over the cap for the next season. All players on Injured Reserve must be moved back to active roster or waived prior to March 26th at noon (CST). No owner will be allowed to make moves until dues are paid. Their teams will be on lock down until payment is received.
April 10th-14th
I will have posted a list of RFA's that have an option to be tendered. All owners will have until April 14th at Noon to tender players. See RFA rules thread for more info.
APRIL 14th
At noon on April 14th RFA free Agency will start. Players may be bid on by any team in good standing. Once again see RFA rules for more details.
April 22nd
RFA bidding will end at noon on April 22nd. All owners of RFA may match any bids placed on their players or they may take the compensation. See RFA rules for more details. Bids on unbid players will end, players still in the bidding process will continue until finished.
April 25th
All RFA tenders must be matched or compensation taken by April 25th at noon. Any unbid on RFA's must be released or signed for the designated amount.
May 14th
At Noon on May 14th the rookie draft will start. Please see Rookie Draft Rules for more details.
JUNE 18th
We will have a short time period to make sure your rosters are up to date and your team is in order. On June 18th at Noon Unrestricted Free Agency will open for bidding. Standard Auction style, please see UFA rules for more details.
Dues Rules
This will be a money league. Entry will be $42.00 US dollars per year and all dues will be kept on Leaguesafe. Prizes are as follows from the $672 Collected:
Weekly Most Points Scored: $5
Weekly Most Points Scored by a Player: $5
League Champions: $220
2nd Place (Loser of Superbowl): $40
Best Regular Season Record: $60 (will be split amongst all tied teams)
Rollover Jackpot: $80 (This will jackpot will be awarded to the first team to win two superbowls in a row). For example if a team won in 2013, and 2014 they would recieve an extra $160 dollars on top of the $220 in 2014. This pot will continue to build until someone wins two in a row. In the unlikely event the league disbands before this ever happens these funds will be distributed evenly amongst current league members.
MFL Cost: $69.95
Trophy Shipping Cost: $40
Trophy Engraving Cost $10
Recruitment/Slush/Payout after a certain amount of unused time $22.05
All weekly prizes will accumulate till the end of the season and will be paid out at the same time as the rest of the prizes. Teams earnings may be applied to dues for the next year.
League Dues will be paid by between February 1st and February 16th at Noon. Anyone who has not paid at that point will be booted from the league. I take money leagues very seriously so if you want to be a part of this then you need to be on your A game. Don't wait till the last minute.

General Rules
- Please read all the rules threads and make sure you understand.
- Keep your rosters, salary caps, and dues up to date
- be active, log on every day or at least every other day
- be friendly, but competitive with you other league owners
- don't whine, this is a game for fun
- if you have a concern please address it with me
- I have attempted to cover most scenarios, if anything comes up I reserve the right to make a ruling on it at anytime in whatever way I see fit.
- Don't collude, that should be an understood rule.
- Try your best to make trade offers during the off season, most leagues seem to die off during the first half of the year.
- Do not start a crappy lineup in order to move up in Draft pick rankings, this will be grounds for replacement. Always be competitive.
- Teams that receive and award or have an All-Pro player will get $.1M in cap room for that year per award/all-pro.

This gives the league a bit more personal feel and gives everyone an idea of geography of league mates. If you are uncomfortable with that then you may use your state.
